En 1899, il découvre Tell Halaf en Syrie du nord ; en 1915, il est en poste à Constantinople. C'est sous l'influence d'Oppenheim qu'à Damas en 1898 Guillaume II s'était proclamé protecteur mondial des musulmans. ‎
