After the title-page is an 'Avertissement', followed by a 'Sommaire des Lettres provinciales, depuis la première, jusqu'à la vingt-cinquième' of two leaves containing the summaries of the first 8 letters and a part of the ninth, lacking whatever was published further, followed by the 'Sixième Lettre du Marchand de Province, &c' upto the 'Trente-et-unième Lettre Provinciale'. From the summary we can see that the first letters were published in 1699, and the 31st letter is dated October 31, 1701. Apparently the first six letters were published as 'Lettre du marchand de Province, .....', with the 7th letter the title becomes 'Lettre Provinciale ......' All letters have 4 leaves. They all deal with commerce and trade, finance and financial politics, religion and religious conflicts, and politics.This is possibly a collective edition of separately issued letters with a specialy printed title-page. The piece is very rare: the BN (l'Arsenal) has a copy with the first six letters, but containing 22 letters only, the letters 23-31 being absent. ‎

Sgard (Editor), Dictionnaire des Journaux 1600-1789, 1241; Le Bucher bibliographique, 612. Very rare and complete collection of this journal, essentially directed against Maupeou and his reforming projects. Passed off as a supplement to the Gazette de France, this work is in reality an independant publication in which the opposition against Maupeou and his reforms took shape. The authors were anonymous, the tone was very sharp and personal ('sous forme de satire personnelle extrêmement violante') and apart from reporting on the resistance to Maupeou in Paris and the provinces, it also reported political news and 'on s'y intéresse aussi aux questions financières et fiscales, .....'. It is unlikely that the journal had a united editorial board: 'cela expliquerait le style extrêmement disparate de ces feuilles' (Sgard). The 'Suppléments furent activement pourchassés par la police qui arrêta de nombreux colporteurs et quelques particuliers qui en possédaient' (Sgard). As in all copies, a word has been crossed out on page 19 of number 5.Maupeou became chancellor of France in 1768 and took the extreme measure in 1771 of dissolving both the parlement of Paris and the provincial parlements, and replacing them with courts staffed by magistrates who were no longer the owner of their office but salaried officials. His measures were not well-received in many circles and Maupeou was attacked in many diatribes, some of which accused him of Jesuit designs.Between the numbers 8 and 9 a pamphlet of 4 pages has been bound: LES Propos Indiscrets. Octobre 1772 (Conlon 72:412). - With the bookplate of R. Chardey, Havre, on the front paste-down. ‎

'Diatribe sanglante contre les fermiers généraux et les abus scandaleux de leurs agents. L'auteur met en scene un malheureux dont les 'suppôts de la ferme' ont ruiné la famille et fait périr le père de chagrin' (INED). According to a manuscript note in the Kress copy: '..... l'on croit que cette sanglante diatribe des fermiers généraux a été composée, imprimée et répandue sous les auspices du ministère actuel (celui de Turgot & Malesherbes).'This, in fact, is the first edition of a work which became better known under the title "L'Ami du Peuple François, ou Mémoire adressée à Mr. Turgot, ....." published at Limoges one year later (1776). Even the motto in both works is identical: "Ni Ferme ni regie: l'une et l'autre font la perte des Etats." The present work contains the same text as the "L'Ami du Peuple" (upto page 84, and then the pages 256-269) and contains in addition much detailed information about the taxes. It was probably deemed to complex or technical and was published again in 1776 as "L'Ami du Peuple François" this time omitting the detailed information about the taxes. The work suggests Turgot to abolish the tax system in use as it is injust and odious, of relatively little profit to the king but very profitable for the taxfarmers and hard-pressing on the population. The work describes in detail the various taxes in existence, their effects, the cruel practises of the taxfarmers, the uneven division of the taxes and the disastrous effects.It is told in the form of a story: the anonymous author recounts the story of his father and his family and how they were, little by little, driven to complete ruin. His father, responsible for the collecting of taxes in his village, is thrown in jail and his possessions confiscated by the taxfarmers because of his inability to raise the requested taxes from the other taxable inhabitants of his village. ‎

Rare second issue of the first edition (1766) of this utopian novel in which, in the vein of Rousseau, the newly discovered people of an (Australian) island are praised for their political and social institutions (thereby condamning the European counterparts). Utopian account of which it is suggested that it is a translation from the English. The work is evidently inspired by the Physiocratic ideas and draws also inspiration from Rousseau's Contrat Social. Contains also political, economical and moral ideas, points to the importance of agriculture and population, and pleads for the nationalization of the trade. The Encyclopedists appear as the 'Pansophistes' and are criticized (pp. 146 and ff.) The main story is that the hero has sailed with Sir Francis Drake to South America and, through his narrative, to have inspired William Penn to found an ideal city in North America. ‎First printing of the first report on the The Berlin Conference (of 1884-85), also known as the Congo Conference or West Africa Conference. It sought to regulate European colonisation and trade in Africa during the New Imperialism period. The General Act of the Berlin Conference, can be seen as the formalization of the Scramble for Africa and is by far the most severe infringement ever on African sovereignty. The conference ushered in a period of heightened colonial activity by European powers, while simultaneously eliminating most existing forms of African autonomy and self-governance.""For at a time when an estimated 80% of Africa remained under traditional and local control, the purpose of the Berlin Conference had been for the Great Powers to establish rules amongst themselves for the colonization of Africa and the exploitation of Africa's resources. Including the division of territory, the drawing of maps, and the establishment of Congo -- as a personal possession of the Belgian King.
