Cette scène se déroule au « BUREAU Central de l’Arbitraire » de la « 37e POLICE secrète »
C’est le destin de la presse d’opposition qui est mis en image dans cette pl., par le biais de la mythologie gréco-romaine. Il s’agit des Trois Parques, présidant traditionnellement au destin des hommes. Elles sont représentées ici en train de décider du sort des journaux contestant le régime. D’abord, à gche, Louis-Philippe, incarnant la Parque la moins âgée, (Clotho, ou Nona) fabrique le fil de la censure sur sa quenouille. Les réserves de fil sont contenues dans des paniers portant des inscriptions : il s’agit du fil de la « CENSURE », des « SAISIES », du […] ort [fort] St Michel », des « Procès », de l’ « interdiction », des « AMENDES » et de la « condamnation ». Ensuite Ferogio, au lieu de montrer une Parque déroulant le fil de la vie (Lachésis, ou Decima), et une troisième (Atropos, ou Morta) coupant ce dernier pour signifier la mort, a représenté Persil, armé d’une grande paire de ciseaux avec laquelle il s’apprête à découper un exemplaire du National, aidé par d’Argout. D’Argout appuie sa main gche sur un exemplaire du « […] RIVAR [CHARIVARI] » et du « POPULAIRE ». Les trois hommes politiques sont travestis en femmes. De nombreuses liasses de journaux d’opposition sont posées à dte, au premier plan. Ce sont des liasses des journaux La « CARICATURE », le « CHARIVARI », la « TRIBUNE », le « CORSAIRE ». Deux longues pl. sont déroulées sur le bureau, mais ne sont pas reconnaissables (l’une pourrait être la pl. 362-363 du numéro 172 de "La Caricature"). La pl. souligne la mise à mort souhaitée des journaux de l’opposition, et par conséquent, de la liberté d’expression, par le régime de juillet.
