The author Charles V. was editor of the Brussels' journal '' Le Belge''. This publication on the socio-economical development of the newly formed Netherlands was seized by the authorities and the author received a one year prison sentence.The third part of the ''Tome II'' pp.144 ; pp 1-60 ; pp 61 - 140 is exceedingly rare."
