En 1832, une commission royale fut chargée d'enquêter sur les aides financières apportées aux plus pauvres en Angleterre appelées Poor Laws - Lois sur les indigents et de proposer des solutions pour mieux soulager la pauvreté qui allaient aboutir à la New Poor Law - Nouvelle loi sur les pauvres de 1834. Le faux-titre porte : "Administration and operation of the poor-laws" ; la lettre d'envoi au Home Department est signée : Poor-law commission.
