‎En 1867 a lieu à Paris l'Exposition universelle. Paul Meurice veut créer un livre, intitulé Paris, qui, "sous la forme très usuelle et très pratique d'un guide, serait rédigé par des sommités de tout genre, et qui ferait faire à l'Europe les honneurs de Paris par tous les écrivains et les artistes célèbres de la France". L'éditeur demande à Victor Hugo d'en écrire l'introduction. C'est ce texte qui est réédité ici. ‎
