Galeotti descrive la sovranità temporale e il disordine governativo degli Stati della Chiesa. Tra gli argomenti trattati: Indagine storica, Esame critico della attuali condizioni del Governo temporale della Santa Sede, Ragioni di insurrezione, Necessità di riparare al disordine governativo degli Stati della Chiesa, I mezzi più efficaci per riformare il governo Pontificio, Potere comunale, Consigli provinciali, diritto di petizione, Congregazione centrale ecc...
