Interessante pubblicazione del 1805 dell'economista filosofo e politico Melchiorre Gioia (1767-1829). L'opera apparve per la prima volta nel 1798 con il titolo "Quadro politico di Milano" qui con il titolo mutato e arricchita di note. Nell'opera l'autore risponde a chi lamentava sia l'egemonia della Francia sulla Lombardia durante la Repubblica Cisalpina che le forme repressive e il carico impositivo stabilito dall'occupazione austro-russa, mettendo per contro in risalto le maggiori libertà individuali e il forte impulso alle attività manifatturiere, commerciali e agricole portato in Lombardia dalla Cisalpina.
