Le présent ouvrage s'efforce de découvrir, à partir des plans d'opérations mis en œuvre, la stratégie navale de Napoléon. La Baltique, mer fermée sans marées, donc à faibles courants, à l'inverse de la Manche, est garnie de multiples archipels, dont les Flottilles opèrent avec l'armée. Le grand architecte Chapman a doté ces Flottilles de bateaux appropriés, passant des antiques galères aux chaloupes-canonnières de débarquement, qui, en juillet 1790, font remporter par la Suède la grande victoire de Svensksun (Finlande) sur la Russie. Les Flottilles du Consulat et de l'Empire vont s'inspirer de celles de Chapman. Mais elles oublient que les guerres nordiques les faisaient intervenir en même temps que les flottes de haute-mer à peu près égales entre elles et que l'emploi en Manche de Flottilles nordiques exigeait une adaptation du matériel.
