Schelle 64; Einaudi 1673; Mattioli 1081 (2nd edition); not in Kress; not in Goldsmiths. Third and final edition and addressed to his long-time friend Lavoisier. Because Dupont de Nemours sided with the King in 1792, he was imprisoned in the observatory of the Mazarin College, from which he succeeded in escaping to the country-side. During the time that elapsed before he was discovered and arrested again, he wrote the above work in the form of a letter to Lavoisier. This enlarged edition starts with 'Oromasis. Poëme'. The main text starts on page 37/38 with a separate titlepage reading 'Principes et recherches sur la philosophie de l'univers. Lettre à Mr. et Mme. Lavoisier' and is dated 1792. At the end of the volume there are six additional interesting texts in the form of notes to the main text: Sur la nécessité de l'impulsion perpétuelle pour entretenir le cours des astres; Sur la possibilité de l'animation des globes célestes; Sur la sociabilité et la moralité du loup, du renard, du chien sauvage et sur la manière dont celui-ci est devenu domestique; Sur Haller, sur Bonnet, sur leur très-louable philosophie, et sur les erreurs qu'ils pouvaient en retrancher; Sur la moralité, l'intelligence, les sciences et les institutions sociales des fourmis; Sur la propagation des bonnes et des mauvaises actions. On y trouve des très curieux renseignements sur le poids comperatif des charges de l'ancien régime et du régime inauguré par la Constituante, comparaison toute à l'avantage du nouveau régime, naturellement.' Projet de remplacement des aides par un droit 'ad valorem' assuré par des inventaires annuels chez les propriétaires' (Stourm; see also at length: Schelle, p. 321 ff.)'As political opinion turned increasingly toward more indirect taxes, Du Pont retreated from his support of a tax on the net revenue of the wine industry. He noted in October 1790 (this report), that if only indirect taxes were politically possible, then a tax on wine would be preferable to taxes on wheat and other food. The tax would be borne by vintners and would have the same general effect, he now argued, as a tax on their net revenue. But because wine was not a necessity as compared to wheat and other food, a tax on wine (and other liquor) would not oppress the poor as much as taxes on all food' (James J. It was not so much his physiocratic doctrine as his general grasp of macroeconomics that led Du Pont to take a strong stand against the Revolutionary government's growing resort to the issuance of paper money. In March 1790 he prepared a report for the Committee on Finance, which warned against the Assembly's resort to financing revolution through the use of paper money. As an alternative to printing money Du Pont recommended that the government reduce a proportion of its increases in spending on new programs and that it temporarily retain, though at a reduced rate, the taxes on salt, bouillon, and furs, which it was about to abolish. If any deficit remained in the government's budget after these actions, it was to be made up by a surcharge on all other remaining taxes. The following month he restated his case, citing the dangers of inflation, but by then the paper money, or assignats, had already been printed' (James J. Described by Gustave Schelle as the best documentation of Turgot's financial statesmanship during the first years of Louis XVI.The first part treats the youth of Turgot, his successful administration as intendant for the generality of Limoges where he earned great popularity by his abolishment of the 'corvees' and the introduction of a great deal of other reforms, and his administration as secretary of state for the navy, a position he held for five weeks only but of particular interest for his enlightened views on colonial policy. The second and larger part treats Turgot's administration as controller-general and minister of finance from August 1774 until May 1776. It contains a striking account of the numerous reforms introduced by him: the abolishment of abuses, privileges and crushing taxes, the purification of the financial administration, the abolishment of many limitations on trade and labour, etc. - Fine complete copy, printed on heavy paper with generous margins. ‎
