Charles Dumas (1883-1955), jeune député socialiste, est en 1915 chef de cabinet du ministre d’Etat Jules Guesde. Il soutient dans cette brochure, comme Guesde, que la défaite de l’Allemagne ouvrira la voie à la révolution prolétarienne. Il travaillera plus tard auprès de Marx Dormoy avant d’être un des patrons du parti socialiste dans la clandestinité. Etat neuf.‎
