Entre 1959 et 1962, Constantin Melnik fut le "conseiller technique" de Michel Debré, alors Premier ministre, pour toutes les questions de "sécurité et de renseignement". C'est dire que, dans une France bouleversée par la guerre d'Algérie, il fut l'éminence et l'homme de l'ombre du nouveau pouvoir. De la panique gaulliste pendant le putsch des généraux aux négociations clandestines avec le FLN, de la lutte contre l'OAS à la chasse aux trafiquants d'armes, Constantin Melnik - qu'on appelait alors "l'Empereur" - fut de toutes les affaires "réservées". A travers ses souvenirs, nous assistons aux premières années d'une Cinquième République vacillante ; nous découvrons ministres et chefs d'Etat, tels que la chronique évite souvent de les peindre. Au fil de ce témoignage sans concession se dégage enfin une certaine idée de la France et du pouvoir qui pourrait se ramener à trois questions : à partir de quel moment les services de police deviennent-ils des adversaires de la démocratie ? La classe politique française est-elle plus corrompue, ou plus incompétente, que les autres ? Le gaullisme, enfin, mérite-t-il toutes les vertus dont on le pare ?
