‎Franz war Organist an der St. Ulrichskirche in Halle. 1843 wurde er Dirigent an der dortigen Singakademie und 1859 Universitätsmusikdirektor. Er schrieb über 350 Lieder. Er verfasste auch Bearbeitungen Bachscher und Händelscher Werke.‎
