Orientaliste et égyptologue, Budge était en charge des collections égyptienne et assyrienne du British Museum, il a notamment acquis l'exemplaire du Livre des morts du musée. Il est l'auteur de nombreux ouvrages, beaucoup d'entre eux sur la religion en Égypte, comme sa traduction du Livre des Morts, qui dans la société adepte de l'occultiste qui était la sienne eurent des répercussions notables sur des auteurs tels William Butler Yeats et James Joyce.
