CHAPTAL, 1756/1832, was professor of chemistry and a practising physician in Montpellier... In 1798, he followed BERTHOLLET at the Ecole des Arts ; in 1800-4 as Minister of the Interior he was instrumental in developing chemical industry and in directing large chemical factories which he owned at Rouen and Montpellier... CHAPTAL, a wealthy industrialist and man of the world, was independent of the small circle of academicians in Paris... His books were much read, show originality and are still pleasant to read". (Partington III p. 557) ---- "In this book, CHAPTAL warned the industrialist of the danger, on the one hand, of ignoring the potential help of science. On the other hand, He warned him not to found a new factory just on the basis of a laboratory experiment-suitable large-scale trials were necessary. The chemist could be no more than a consultant. It was the manufacturer who knew the market and who must decide to what extent and in what ways science was to be applied. A manufacturer who found his goods undercut by a competitor should not ask for government regulations to protect himself. Nor should the manufacturer be protected by tariffs on imported goods. Chaptal also discussed the location of industry and the supply labor".
