Richard Phené Spiers était un architecte anglais et auteur. Il occupait une position unique parmi les architectes anglais de la seconde moitié du 19e siècle, sa longue maîtrise de l'école d'architecture à l'Académie royale des arts lui avoir donné l'occasion de moulage et de façonner les esprits de plus d'une génération d'étudiants. Spiers a écrit la plupart des articles traitant de l'architecture pour l'Encyclopædia Britannica 1911.
